One of the toughest challenges for federal agencies considering a move to shared services is understanding their options in the marketplace. OMB has made great strides in delivering more transparency, such as approving human resource (HR) and finance shared services providers that are positioned to scale up and bring on new customers. Additionally, OMB has produced materials on migration planning, shared services catalogs, provider assessments and benchmarking.
Statistics show, however, that there is still plenty of room for expanded use of shared services within the federal government. Organizations that are well-positioned for shared services transformations can reduce enterprise-wide duplication of HR, information technology (IT), finance and procurement systems, thereby reducing transactional and repetitive infrastructure and personnel activities.
