Z Street Consulting offers an array of services to customers in the federal sector with a focus on the government’s cross-agency efficiency and effectiveness goals.  These services include shared services, federal financial management, continuous process improvement, program management, and strategic planning support. Over the past several years, members of our team have provided critical shared services, continuous process improvement, financial management, and program management support to the National Aeronautics and Space Administration (NASA), Department of Transportation (DOT), Department of Defense (DoD), Department of Homeland Security (DHS), and Department of Veterans Affairs (VA) clients.

Shared Services

We support the planning, resourcing, implementation, and optimization of shared services delivery models for clients by utilizing technology and the implementation of leading practices to achieve organizational cost savings for non-core, but mission-critical, services. For the planning support of a shared services implementation, Z Street Consulting aids the analysis of alternatives and program management office activities to enable federal clients to determine the most feasible methods for realizing economies of scale, standardized end-to-end processes, and successful organizational realignment. The primary elements of a shared services project can focus on one or more of the following functional areas: finance, strategy, human resource management and/or technology.

Federal Financial Management

Z Street Consulting provides federal financial management solutions to support organizations during its formal Planning, Programming, Budgeting, & Execution (PPBE) process. PPBE is a department leadership’s primary means to control the allocation of resources and achieve the best mix of manpower, materiel equipment and support under tight fiscal restraint. The Z Street Consulting team focuses our services on audit readiness, portfolio prioritization, program cost estimation, and budget execution management. Professionals assisting clients with these activities have experience supporting clients in similar fashions and related certifications – such as Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), and Certified Defense Financial Manager (CDFM).

Continuous Process Improvement

We utilize lean management methodologies to enable an organization to systematically identify and eliminate waste in order to improve processes and satisfy customers with high quality, low cost, and on time services. Our CPI solutions focus on making client operations more efficient and effective so they can better meet their organizational missions despite ongoing fiscal constraints and uncertainties within the federal sector.

Program Management Support

Our team provides program and project management services to all engagements with skilled managers that hold the industry-recognized Project Management Professional (PMP) certification. Depending on the needs of the client and the nature of the projects, key project management services may include project initiation, planning, governance, communications, risk management, quality assurance/quality control, performance improvement, and project closing support. Professionals assisting clients with these activities have years of experience and proven success in managing like projects within the industry.

Strategic Planning

Z Street Consulting engages facility staff in strategic planning support to develop a strategic plan that addresses organizational effectiveness by clearly and concisely providing a framework for future performance improvements and expectations. Additional strategic planning activities include:

  • Assist in developing a plan of action for a facilitated strategic planning session
  • Provide facilitation services for strategic planning session with leadership
  • Assess the internal and external environment to formulate a strategy
  • Provide guidance and recommendations in the implementation of the strategy
  • Recommend monitoring tools to assess the success of the planning session and the execution of the plan
